On January 11, 2021 a note was moved by Ashi Kapoor, DA-II, USOF section of the department of telecommunications justifying 194 per cent hike in rates for the procurement of optical fiber cable for Sikkim. The note reads, “The rate of 24F ADSS OFC increased from Rs 70,000 to Rs 135,510 per km as during initial DPR (detailed project report) approval, the rate was taken based on RailTel Phase-I PO issued in 2016. Subsequently in year 2019, the rate discovered in Odisha during BharatNet Phase-II tender was Rs 136,771 per km which is comparable to the rate in Sikkim @ Rs 135,510 per km.”
