Unbundling of different layers for licensing

In August 2020, Trai came out with a consultation paper on ‘Enabling unbundling of different layers (e.g: infrastructure, network, services and application layer) through differential licensing’. All the telcos have unanimously opposed the move. They have argued that it will weaken the existing regulatory regime causing an impact on the investment to the sector which will lead to investor uncertainty.
