In addition, the associated development team has largely transferred to Nokia Mobile Networks, effective October 1, 2025.

The companies, however, did not disclose financial details of the deal or the employees that have joined Nokia’s Mobile Networks unit.

“This licensing deal with HPE will further strengthen our proven MantaRay SMO portfolio by adding these assets and expertise. Our customers worldwide will benefit from the enhanced capabilities of Nokia’s AI-driven automation, orchestration and open ecosystems, enabling them to manage multi-vendor networks more efficiently and prepare for the transition from 5G to 6G,” said Tommi Uitto, president of Mobile Networks at Nokia.

“I’m thrilled to share that our RIC & SMO team and I will be joining Nokia on October 1, 2025!” Constantine Polychronopoulos, group vice president (GVP) for 5G and telco cloud at Juniper Networks, said in an update on LinkedIn on October 1, 2025.

Over the past five years, top executives at Juniper have developed a “best-in-class” RAN Intelligent Controller (RIC) platform, along with an SMO solution for on-demand, end-to-end dynamic network slicing, Polychronopoulos said.

Two years ago, the vendor’s RIC was used in trials with Germany’s Deutsche Telekom, and was previously tested by British mobile operator Vodafone. Lately, it has maintained a low profile, with focus primarily on HPE’s now-finalised $14 billionacquisition of Juniper.

Presently, Nokia’s Swedish rival – Ericsson – is the other top vendor that offers its RIC solution to telecom carriers, which is also in use in AT&T’s network.

As per a report by US publication Light Reading, after Broadcom’s recent axing of VMware’s RIC business, the move has further reduced the number of platforms available to telcos, and is also indicative of the continued slow growth of the open radio access network (Open RAN) market.

MantaRay SMO is Nokia’s comprehensive solution for advanced AI-driven, zero-touch automation and is already capable of achieving TM Forum’s autonomous networks level 4 today. It is also fully Open RAN compliant and supports the open R1 interface for rApps.

RIC gives telcos the flexibility to combine third-party network applications, such as powering down base stations or redirecting traffic from busier areas, with radios from Ericsson or Nokia.

RIC exists in two categories – rApp, for non-real-time RIC, and xApp, its near-real-time equivalent.

Nokia has licensed Hewlett-Packard Enterprise (HPE)-owned Juniper’s RAN Intelligent Controller (RIC) under a deal, as the Finnish telecom gear maker seeks to strengthen its positioning in AI-driven mobile networks domain.
