The panel is examining if the service falls under the net neutrality rules of non-discrimination. The panel is also probing to ascertain that quality of service of prepaid users doesn&#8217;t suffer. In addition to Airtel&#8217;s plan, the panel may also look at some services offered by digital platforms wherein differentiated access is being offered to users by paying a premium.
