NICSI Tender On 28 . 02 . 2025 , Na t i ona l Informatics Centre Services Inc (NICSI), a government of India enterprise under National Infor- matics Centre (NIC), ministry of electronics & information technol- ogy, invited online bids against open Request for Empanelment (RFE) of vendors for implementa- tion of Message Gateway Services of government of India. Tender states that currently, the message gateway is being imple- mented by NIC for all government and PSU organizations including banks with monthly average SMS traffic between 175 to 250 crore SMS (MT SMS) and averageMobile Originated (MO) SMS traffic between 3 to 4 crore per month. Currently more than 18 short codes are deployed along with state specific VMN. NIC platform is integrated with all telecom opera- tors. Through this tender, NICSI proposed to empanel up to two CPAAS (Communication Platform as a Service) vendors as managed service provider, having relevant experience in implementation of “Message Gateway Services”. L1 vendor would get 70 pc of current SMS traffic, while L2 shall get remaining 30pc. The empanelled vendors will establish and operate unified SMS, Google RCS Gateway platform and M2M (Machine to Machine) referred to as “Message Gateway” from their own cloud/date center. Additionally, they are required to integrate short codes with Message Gateway and implement applica- tion customization and user support. The financial bids of only those bidders will be opened who have obtained at least 70 pc marks in technical evaluation. In respect of CMMI Certifica- tion, in the original tender notice that was issued on February 28, 2025, it was not under the essential documents category which were required to be submitted by the bidders. However, a revised tender notice was issued on May 14, 2025 as Corrigendum-VI which said that CMMI level 3 and above certifica- tionmust be provided failing which bid would be rejected. So, we submitted them bare minimum documents (Incorpora- tion document, PAN of the com- pany, letter head, address, and scope for which certification is required) on March 24 at 05:28 PM, and we got the CMMI level 5 certificate on March 25 at 03:12 PM. So, within less than 24 hours, we got the certificate, which is valid for 3 years (Scan-3 at page 19). We verified the genuineness of the certificate on UK Cert portal. We found it to be valid (Scan-4 at page 20).
