DoT issues Draft Rules

DoT has issued draft Telecommunications Spectrum Assignment by Administrative Process Rules, 2026 which translates a provision in the Telecommunications Act 2023 into an operational framework. Section 4(4) of the Act, lists specific categories of spectrum use in Schedule I as eligible for assignment through an administrative process rather than through auction. The draft rules define who can apply, how applications are to be processed, what fees apply, what obligations come with an assignment, how changes can be made and when spectrum can be renewed, surrendered or revoked.
