Whit Paper

The Office of the Principal Scientific Adviser (OPSA) to the Government of India has released a White Paper titled “Strengthening AI Governance through Techno-Legal Framework,” laying out the country’s vision for building a trusted, accountable and innovation-friendly artificial intelligence ecosystem.

The paper is the second in OPSA’s White Paper Series on Emerging Policy Priorities for India’s AI Ecosystem — an initiative aimed at deepening public understanding and fostering informed debate on critical AI policy issues. The first paper, released in December 2025, focused on democratising access to AI infrastructure and treating it as a shared national resource.
