It is a unique case where an officer when started enquiring about whether the experience certificates submitted by a vendor is forged or not, within days, to save his own skin, the vendor gets him implicated in the CBI net in an alleged fabricated bribery case. Vendor was able to do this in connivance with some other pliable officers who were apparently hand-in-glove with him.

When Telecom Watchdog, an NGO, investigated the matter and made complaints, BSNL reconfirmed that the experience certificates were in fact fake. When BSNL sent the performance bank guarantees (PBGs) to banks for encashment for such a forgery, the same were also found to be fake. On further follow-up by the NGO, BSNL lodged a police complaint.
