New Delhi: The telecom sector regulator has withdrawn its 2015 recommendation that telcos need not pay licence fee and spectrum charges on minimum presumptive adjusted gross revenue (AGR), a move that may have financial implications for Reliance Communications (RCom) and Aircel, which are currently in insolvency.
